Global accreditation key for quality assurance; Govt. will get Bill passed soon: Sibal @ WOSA

Addressing the NBA WOSA 2012 in New Delhi, Union HRD Minister Kapil Sibal said today that the Government is "confident" that the Accreditation Bill on Higher Education pending in parliament will be passed either in this session or by the end of this year.

Union HRD Minister Kapil Sibal said today that the Government is “confident” that the Accreditation Bill on Higher Education pending in parliament will be passed either in this session or by the end of this year.

“Government is confident that the National Accreditation Regulatory Authority for Higher Educational Institutions Bill, which is in the parliament will be passed in this session or by the end of the year,” Sibal said while addressing World Summit on Accreditation organized by National Board of Accreditation India, an autonomous body of All India Council of Technical Education (AICTE), in New Delhi. A number of Top Educators, Industry Experts and Policy Makers are participating in the four-day Summit (25-28 March).

The Bill, according to the Minister, seeks to maintain academic quality, and makes it mandatory for every higher educational institution (other than institutions engaged in agricultural education) to be accredited by an independent accreditation agency.

“With various technological advancements, there has been a drastic change in education system around the world in last few years. To keep pace with the world class-quality and assurance of quality education, we must have a strong bill which identifies the basic areas on the basis of which an institute can be graded,” he said. 

With the increasing number of enrollments and decreasing drop-out rates at primary and Higher secondary level, the HRD Ministry estimates that around 1000 more new University, apart from the 604 existing Universities, will be required to accommodate the increasing number of students in next 10 years.

He said that the Accreditation Bill will help bring “uniformity” in quality measurement of the institutes of higher education in India and abroad. “The Bill will help bring uniformity in quality so that the degrees awarded in India is recognize and accepted worldwide,” he said, adding, “The initiative is a framework to integrate the Institutes of Higher Education in India with the global accreditation aimed at preparing process,” he said.

Advocating the need for a “Cross-boarder Accreditation”, which according to the Minister, was necessary for acceptance of Indian degrees in foreign Universities and across the world, the Minister said that “Global Accreditation is required to achieve excellence and also necessary as there is increasing need of a global workforce for which a global system of accreditation is necessary for employers to evaluate the quality of the workforce.” 

“The accreditation of the institutes of higher education will also help corporate to identify the quality people for their specialized interest,” he added. 

“This will also help us be the part of the global family, help establish international network and make mobility of students easier and more effective,” he said, but added that the accreditation process should also consider the cultural context and the needs of local community.

 “The accreditation process must considered the cultural context and ensure that community needs are addressed in a right manner,“ he said.

Sibal, however said that the most important part is “self-assessment” and institutes should do regular “Introspection” on improving their quality as they seek to embrace the global standard.
