MHRD constitutes panel to review UGC Deemed University Regulation 2010

The Ministry of Human Resource Development, Government of India has constituted a 10 member committee to review UGC (Institutions Deemed to be Universities) Regulations, 2010. The committee has been formed to examine the provisions of the Regulations as well as the anomalies or infirmities in the regulations. It will also suggest ways for entry of foreign higher education institutions in India.

The committee includes Prof. PN Tandon Professor Emeritus, Department of Neurosurgery AIIMS, Prof. Goverdhan Mehta, National Research Professor and former Chairman, NAAC & former Director, IISc Bangalore, Prof. M. Anandakrishan Chairman, IIT Kanpur and Directors and Vice Chancellors of various institutions across India. Joint Secretary (Higher Education) MHRD will be the Convener and Joint Secretary, UGC is co-convener.

The Committee had its first meeting in the last week of May and after detailed discussion about the process and the key issues to be addressed. It decided to broaden the base consultation process by seeking feedback on the UGC Regulations (for institutions Deemed to Universities) 2010 from the stakeholders and those familiar with the implementation of the regulations. In order to seek written representations with feedback and opinion, the Committee placed its Terms of Reference (ToR) along with Regulations on the website of MHRD and the UGC.

The committee will examine various provisions of the Regulation 2010 with reference to the objectives with which these Regulations were notified. The objective of the committee to find whether there are any anomalies or infirmities in the Regulations vis-à-vis any other policy/rules/regulations applicable to the higher education sector and suggest suitable amendments. To examine the provisions of the regulations vis-à-vis the need to regulate institutions as deemed to be universities so that while institutions deemed to be universities maintaining high academic standards are encouraged to expand and exercise autonomy, whereas those maintaining average academic standards are regulated and motivated to enhance academic standards to protect academic interests of students.

Committee has also been entrusted with the responsibility to examine and suggest measures to ensure independent quality assurances of institutions-deemed to be universities thereby reducing the need for inspection-based approval regimes along with to examine the difficulties encountered by niche institutions established by the Central Government in the implementation of UGC (Institutions deemed to be Universities) Regulations, 2010 and suggest suitable modifications. It has to also find out the difficulties, if any, encountered in the implementation of these Regulations and to suggest suitable modifications to remove the difficulties.

The Committee will also examine and make provision for foreign universities ranked amongst the best in academia and intending to open campuses in India to be recognized as institutions deemed to be universities.
